Weaponry is a dual skill. It includes Forging and you should look over HELP FORGING to see details how to forge weapons and armour and other metal objects, depending on the extent of your Weaponry skill.
In addition to forging, Weaponry includes archery, bowmanship and fletching. It allows you to develop a number of bowmastery abilities like rapid firing of the crossbow, shooting through arrow shield, etc. Advanced Weaponry includes working with locks and handcrafting as well as wielding and using double-handed weapons like the mace.
