The status of diplomat is bestowed, in formal terms, by the Prince/Princess or Ambassador (and Deputy) alone. No other Ministry or high office has authority. The diplomat status has various levels and is bestowed on foreigners - with specified time limits in Avalon months - allowing them privileged access to ministerial, civic and government commands.
Syntax: DIPLOMATS.
Shows all those with diplomatic privilege extended by Prince or Ambassador, listed by name and rank (i..e. what powers are covered by the diplomatic status). All those with any stature in a city may review the foreign diplomats currently active within one's homeland.
Syntax: DIPLOMAT <foreigner> CANCEL.
Diplomatic status can be cancelled by Prince/Princess and Ambassador, naturally, but for the sake of city safety the cancellation may also be initiated by the Minister of State, the Chancellor, the Justice Minister and the Cardinal. Cancellation of diplomatic status revokes the active diplomat-pass and withdraws all powers immediately. It does not require the foreign diplomat to be in Avalon at the time of issuing the command but you must remember to type the full name of the person when cancelling, e..g. AILIANA or FATALUS rather than some abbreviation of their names.
For the Prince/Princess and Ambassador/Foreign Affairs Minister alone:
There are three levels of diplomatic pass, two available to both Prince and Ambassador to give out, the third requiring authority of the Crown to bestow (since its powers are comprehensive). All require a time limit in Avalon months: each Avalon month equating to approximate one "real" day.
Syntax: DIPLOMAT [<pass level>] <foreigner> [<number of months>].
This is the central command for the Prince/Princess or Ambassador to bestow diplomatic rank on a foreigner. If you do not designate a particular <pass level> then it is assumed you are giving out the most basic, least privileged of the diplomatic mandates. If you do not include a number of Avalon months it will be assumed you intend for your pass to last for one Avalon year or approximate two "real" weeks. Once the diplomatic pass 'lifespan' has elapsed it will become worthless. Diplomatic passes cannot be transferred and can NEVER be used save by the person originally honoured with this most singular of trusts.
Pass levels are: CIVIL, MINISTERIAL and ROYAL. The CIVICL and MINISTERIAL are given out by Prince/Princess or Ambassador; the ROYAL diplomat-pass is the domain of the Prince and Princess alone.
The diplomat, providing he/she holds onto the pass (it can be worn for extra security) has access to range of commands and directives similar to those provided by ministerial, baronial and noble citizen rank. These commands are accessible within the appropriate civic building (e..g. the State Ministry offices or the Council Chambers). The pass must be held in the inventory and worn openly (not concealed in a back-pack, for instance).
