I would be extremely wary of suggesting balsa be \"switched off\" to reduce the ability of loremasters to plant stave forests. Balsa was only switched on again last year and prior to that 95% of balsa sat in the Loremaster guild unavailable to all but Thakria after the various razings and reparations.

At least with the current glut of Balsa each city/guild has equal chance to use staves and indeed it is perhaps silver that is rising in value as demand exceeds supply.
