Bah, i'm not much for posting, but I saw alot of merit in Fistandantilus's mana drain idea.

Although, perhaps to be fair, staves in the city could cost no mana (but would give the city kill text as they are 'powered' by the city), and the ones outside of the city would be the drainging ones.

But then again, with that idea, you would have to take into account the cityless lm types.
