On this day, the 5th of Eleuthral in the year 1293, as Prince of Thakria and appointed Judge, I Zooka hereby decree that Silverfalls has completed all requirements of Treaty #59 and is henceforth declared a City in Full, with all rights therein.

Such rights include, but are not limited to, the creation and operation of a school and use of a functioning army.

All restrictions from any earlier Treaty with Thakria are now removed.
