As agreed by the Councils of the cities of Parrius and Mercinae, through both a desire for peace, and a desire to restore Mercinae to
her former glory as the city of light, creating anew a bastion for good within Avalon, the following has been composed:
1a. This treaty shall last for 25 Avalon years, until the end of the year 1290.
1b. There shall be a state of peace between the cities of Parrius and Mercinae for the duration of this treaty. This covers all warfare
related activity including SOI campaigning, bribery and killing of enlistable men and further includes the use of professional specialist
skills against either city's troops or gates. This clause also prohibits interference in enlistment efforts by either city.
1c. Clause 1b includes guild troops in any of the aforementioned activity.
1d. Clause 1b does not exclude or prohibit personal combat between citizens of either city.
1e. Neither city shall lend aid to another for the purpose of hostile warfare activity against either the cities of Parrius or Mercinae.
This includes direct support via troops (including guild troops) or commodities, and further includes fighter support.
1f. If the city of Mercinae is attacked with troops, Parrius will respond with the offer of 20% of her total military might, or 15000 troops, whichever is greater.
2. Sphere of Influence: Mercinae shall cede the remaining portion of Knightswood to Parrian control, and for the duration of the treaty
will receive a 50% share of any accumulated tribute from that village to be used for the city's regrowth. The city of Parrius guarantees to make the best efforts to maximise this income.
3a. Reparations: The city of Mercinae shall pay a total of 1,000,000 coins to Parrius by the end of this treaty. The Mercinaen government
may decide how and when this is paid.
3b. The city of Mercinae shall provide the city of Parrius with 2000 gallons of oil commodity a year, for the first 15 years of this treaty.
3c. The city of Parrius shall provide 200 iron ore commodity to the city of Mercinae for the purpose of rebuilding east gate fortifications.
4a. Stave felling: Neither city shall fell runestaves within the other, except by prior agreement which must be ACTIONED.
4b. Theft: There will be no theft from SHOPS of either city by any citizens not of the thief profession. This clause only covers shops
and does not restrict tactical removal of items in combat, or items dropped after death or left unattended.
c. Clause 4b specifically limits shop theft to those of the thief profession, and further prohibits citizens of either city AIDING any thief in this endeavour.
4d. Neither city shall steal or aid in the stealing of any fields of the other.
4e. Any breach in the above clauses (4a, 4b, 4c, 4d), will incur a repayment equivalent to double the original value of goods stolen.
5. The Future of Mercinae
5a. The city of Parrius does hereby appoint Aethon, the Sun-God as her Regent in Mercinae, a Divine Guardian carrying ultimate authority and accountability for the daily management of the city of Mercinae, and shall work in concert with the Mercinaen Government to ensure the redirection of Mercinae towards its original 'City of Light' ideals.
5b. The Regent as appointed by Parrius shall possess all regency powers, and shall retain autonomy in decision making within the city,
while remaining answerable to the Parrian Goverment, except in the following cases:
5c. All requests for Mercinaen citizenship by Avalonians of greater than LW stature must gain the approval of either the Regent of
Mercinae or the First Mariner of Parrius.
5d. Mercinaen Guilds must have Mercinaen citizens as their Guildmasters/mistresses. For clarity, the term 'Mercinaen Guilds' refers to the Bards, Mystics, Mages, Alchemists and Knights guilds.
5e. Mercinae will have no official city Patron.
5f. To ensure the well-being of generated troops as per clause 2 of this treaty, the city of Parrius reserves the right to require
consultation on matters pertaining to warfare, and to provide input on these matters.
5g. The City of Parrius reserves the right to remove and/or replace the appointed Regent should they deem the recovery of Mercinae having
gone 'off track'.
5h. The City of Mercinae will be permitted to return to its original flag, that of the Swan.
5i. The Divine Globe of Mercinae will be returned to its original home in the Tranquil Shrine to Apollo near Bridge Street.
6a. Military Freedom: The city of Parrius may march troops at any time through Mercinaen Sphere of Influence.
6b. The City of Mercinae may march troops at any time through Parrian Sphere of Influence.
6c. The City of Parrius may request lowering of fortifications to move through the City of Mercinae. Mercinae retains its ability to
deny this request, except in specific fulfilment of clause 1f of this treaty.
7a. Penalties: The breaching of any terms except those outlined in section 4 of this treaty will incur penalties as agreed upon by the Regent of Mercinae and either the First Mariner or Patron of Parrius.
7b. Any alleged breaches of this treaty must be brought to the attention of the Regent of Mercinae or the Patron and/or First Mariner of Parrius.
