Having read the extremely simple treaty between Parrius and Springdale, I
would make the following ruling in Proteus' absence:
There is no state of war at present since the regency is a peaceful period
and the surrender specifically began the armistice which has not been
ended. I checked the 'feelings' of Parrius and found no WAR had been
declared on Springdale. Therefore the action Prophets vs Mystics to
to this point do not break the treaty: Mercinae is at peace under regency,
Parrius is at peace. It isn't for the treaty to cover every action that
might possibly affect some future warfare.
Orielle cites a THEFT by Springdale within Parrius and evidence to
support this contention. This evidence can be presented since the treaty
is very clear on the subject of theft between the two cities and if
Parrius can show the treaty has been breached by a Springdalian robbery
of Parrian property by a non-Thief then there will be little doubt the
treaty can be judged BROKEN.
