I believe there is far more to control in a city than the \"war machine\". The wealth of the city depends on the barons (politicians) and how they place their influence on the cities needs. Your experience here is with Parrius, they run as a \"commune\"
rather than a city with a prince and baron. It is far less noticiable there just how the politics work in Avalon than it is in the other cities.
In the other three cities the barons and prince are responsible for the wealth of the city, for how the citizens are treated, for the commodities and goods the city holds. These are fun to do and much of it done by pacifists. It is a satisfying thing
to build a city up strong in wealth and commodities, just as satisfying as building it militarily.
I believe your experience in the land to be quite limited yet - which is okay as you are relatively young - as you observe more you will see more.
