I believe Circe's post was indicating that Maximillian is attacked not when he's innocently minding his own business, but coming to Thakria, where he is an enemy, hence her referral to our Justice Minister. Coming into a city where you are enemied is a hostile attack, made entirely by choice. I also would be so bold as to guess it is a universal belief that slaying enemies when they choose come into our city is not sadism, but city defense. It's simple to avoid - stay out of Thakria.
