Don't mean to be pedantic, but actually the whining, moaning and groaning is actually one hell of a lot older than this board, and can actually be found in the first few hundred posts on the Public board.

The fighters board was brought about in order to give people a place to bitch, whine and whinge, without trashing the Public board with a bunch of useless messages.

I guess it worked in principle, but now people find other stuff to whinge and whine about on the Public board other than fighting.
