Actually, I for one think that sounds like a good idea. That makes perfect

sense in that the more pacifistic cities will be fortified in and hard to

attack, but wont' have as much mobile power in the form of large armies.

The cities with lots of fighters will have more offensive firepower, as

befits them, but they don't really have an advantage, per se, since their

troops are matched by a pacifistic city's fortifications.
